Open Question: I have $5,000 and need a good car for Minnesota winters. Please suggest?

Previously I have owned Volvos and I like them but I am looking to get something else. I have been looking at Land Rover Range Rovers as well as BMW. I want something safe that would be good in the winter. I really want something safe and reliable. I am looking to get something between 1995-2001. I am open to any suggestions.
